Northeast Technical Services Co., Inc. (Netsco) was formed in 1984 to provide engineering, design and consulting services. The specific goal was to use the unique talents and experience of our personnel in developing methods and systems that a ship owner or operator could incorporate to make his vessels, crew, and loading/unloading terminals work more efficiently and cost effectively.
In addition, Netsco provides complete ship, tug, and barge designs of all types; from concept through actual construction and warranty support, including floating and shore side electrical power generating plant designs.
Now the largest naval architecture and marine engineering firm in the Great Lakes region, Netsco was founded in 1984 as Northeast Technical Supply Company, a broker for specialty marine equipment. When marine engineering services, re-powerings, and equipment design services were added in 1986, the company became Northeast Technical Services Company which later evolved into Netsco. In 1991, Netsco moved into 5,500 square feet of office and shop space in Cleveland, Ohio (USA). As the company expanded into building its naval architecture capabilities in 1995, it also assumed its first full project management assignment for the 17,000 ST self-unloading cement ATB unit GL Ostrander and the barge Integrity. And in 2009, an expansion office was opened in Tampa, FL (USA). Whether from our Tampa or Cleveland office, we support customers throughout the United States and around the world.

Richard A. Mueller has been a leader in the maritime industry for more than three decades as an executive, project manager, consultant and more. His experience includes overall corporate management, project management as an owner’s representative in oversight or hands-on positions. As a maritime management consultant, Mr. Mueller also has extensive experience in vessel operations, manning, personnel, traffic and dispatch issues as well as providing repair and maintenance oversight. Additionally he has a wide range of crisis management experience, including vessel groundings, major mechanical casualties, on-scene investigations, oil spills, etc.
Mr. Mueller is a 30+ year member of The Society of Naval Architects and Marine Engineers (SNAME); and the United States Propeller Club, Port of Cleveland and Port of Tampa. He has served in various elected positions including the Central Region vice president and the past chairman for the Great Lakes Section of SNAME, and is currently SNAME’s Vice-President of Planning/Public Policy, and serves on SNAME’s Governing Council and Executive Committee.
Shawn Collins, Sr. Project ManagerMr. Collins has worked in the Great Lakes maritime industry over a span of almost three decades for G&W Industries, Manitowoc Marine Group (Cleveland Shiprepair Co.) and Oglebay Norton Marine Services before coming to Netsco. Mr. Collins has held several positions with management responsibilities during this period of time focused on shipyard management and services, maintenance and repair oversight, emergency response and services, vessel operations, budget administration, business and project management.
In these various roles Mr. Collins has had extensive personal experience in machinery and structural repair, welding processes and procedures, metal fabrication, industrial construction, construction estimating, vessel operations, personnel, traffic, repair and maintenance oversight, marine machinery and equipment, new vessel construction, vessel re-powering, major system and structural replacements, system modifications and material handling systems both ship-board and shore-side.
Mr. Collins is a member of The Society of Naval Architects and Marine Engineers (SNAME).
Jerome J. Mueller, Jr., P.E., Vice President – EngineeringAs Vice President – Engineering, Mr. Mueller has responsibility for all engineering work done by Netsco. During his three decades in the marine business, he has served as project leader for marine engineering projects such as boiler automations, self unloading conversions, bow thruster installations, diesel engine re-powering and marine sanitation device retrofits. Mr. Mueller provides assistance and advice for the preparation of technical specifications and design as well as detailed drawings for new installations and existing system modifications including diesel re-powerings, major conversions, piping system modifications and ship machinery surveys. Also, he has prepared, coordinated and supervised dock trials and sea trials for new and converted ships, both foreign and domestic.
A registered professional engineer in the States of Ohio and Florida, Mr. Mueller is a member of The Society of Naval Architects and Marine Engineers (SNAME), The United States Propeller Club, Port of Cleveland as well as the American Society of Mechanical Engineers, the American Society of Naval Engineers, and the National Society of Professional Engineers.
Richard T. Nicholls, P.E., Chief Naval Architect/Marine EngineerMr. Nicholls’ 30 years in the maritime industry includes four years at the U.S. Coast Guard Technical Office on Governors Island, New York, ten years at Marine Consultants and Designers, Inc. and five years in the defense industry. In addition, he worked nine years as project manager in the petrochemical industry.
Over his career, Mr. Nicholls, has been responsible for all phases of project management as well as building, piping and structural modifications, plus storage tank installation, designs involving hazardous materials, environmental compliance and use of special corrosion-resistant materials.
His project experience includes vessel design, lengthening, repowering, self-unloader conversions, electrical generator installation, automation and other modifications for both ocean and lake vessels. He has worked on bulk carriers, tankers, gas carriers, barges, tugs, passenger vessels and integrated tug barges.
At Netsco, Mr. Nicholls is the lead naval architect and is responsible for ensuring that projects are completed in a timely manner, in accordance with contracts and design requirements.
He is a member of the Society of Naval Architects and Marine Engineers (SNAME) and is a registered professional engineer in Ohio, Florida, and Wisconsin. He holds a B.S. in Naval Architecture and Marine Engineering from the University of Michigan, a graduate degree in mechanical engineering from Stevens Institute, and an MBA from Baldwin-Wallace College.
